【摘要】 北洋政府时期由于中央政权的弱化,对慈善事业的协助只能依赖地方政府。上海地方政府对新普育堂进行了积极的扶植和协助,但在管理上并未进行全面的介入和干预,对新普育堂的监督主要来自社会舆论,新普育堂与政府机构之间保持了良好的协作关系,它的慈善救助弥补了政府社会职能的不足。南京国民政府建立后,颁布了一系列监督慈善团体的法规,给上海地方政府对新普育堂的监督提供了法律依据,政府与新普育堂之间在保持相互协作的同时,加强了对其的监督和控制。

Interaction Between Charitable Organizations and Governmental Agencies Viewed from Xin Pu Yu Tang(1912-1937)
